*  “…he works out the means to that goal for himself.” This pattern of behavioral refinement is a universal in PCT behavior development. For example, a human fetus, at a certain stage, apparently has an innate relation-level CS controlling Fist in Mouth, which tries out different lower-level CSes controlling limb positions, joint angles, etc., adjusting their reference standards more or less randomly, retaining the CS connections and standards that reduce its (Fist in Mouth’s) error signals, and working tirelessly until it gets the fetus’s fist into its mouth for the first time. The behavioral ontogeny of a kitten, tirelessly practicing to Be a Cat, doubtless works by the same process. Powers calls this process “reorganization”. It is sometimes characterized as "reverse engineering".
